TOMORROW LEADERS GHANA
Developing Tomorrow Leaders Today

26th November 2007

PRESS RELEASE
THE EUROPEAN COMMISSION’S PROPOSED ECONOMIC PARTNERSHIP AGREEMENT (EPA): AN UNFAIR IMPOSITION TO THE DEVELOPMENT OF ACP COUNTRIES

After a careful study and critical analysis of The Economic Partnership Agreement (EPA), which the European Commission (EC) is currently negotiating with 76 counties of the African Caribbean and Pacific (ACP), Tomorrow Leaders Ghana (TLG), a youth organization in Ghana deems it expedient and highly imperative to state that the pressure the EC is exerting on these poor countries to sign the document latest by December 31st 2007 is unfair and unnecessary.

The approach of the EC negotiators is in clear contradiction to the conclusions of the EU Council of Ministers which states that Europe “fully respects the right of all ACP states and regions to determine the best policies for their development”

Unfortunately Europe is undermining the fundamental principle of partnership and misusing its unequal bargaining power in the negotiation room to push what it considers the best development vision for these poor countries

Apart from its unacceptable threats, the use of increased development aid or assistance as lobbying and a bargaining tool in the negotiations severely undermines the sincerity of Europe’s claim to be working in partnership with developing countries.

Why is the EC forcing ACP countries to choose between sudden trade disruptions and Free Trade Agreement (FTA) provisions which could jeopardize their future developments. To us this is highly unjust and unacceptable in a civilized and democratic world

Giving the short time period remaining and the deep problems with the EPA, it is impossible to reach an agreement that adequately addresses the needs of developing countries by 31st December 2007.

It is evident enough that EC has clear interim measures that could be put in place by Europe to remove the pressure from the negotiators and guarantee continued access of ACP exports beyond December 31st 2007

TLG’s concerns are that:

•	Proposals by the EC to cut tariffs would undermine food security and local manufacturing

•	The proposed new intellectual property rules would limit the ACP countries for that matter Ghana to educational materials, technology and seed for farmers

•	The proposed competition rules by the EC will favour only large corporations and investors from Europe instead of facilitating partnership in development

•	The proposed new rules on government procurement would hinder the government of ACP countries from using its expenditure to stimulate local development

•	The proposed rules on services could reduce poor people’s access to critical services such as banking and telecom and make ACP countries more vulnerable to financial crises.

•	The proposed trade liberalization is detrimental to our political and social health and consequently has negative effects on the youth of today

•	The deliberate attempt to raise tariffs and cut down aid to ACP countries as bait to get the agreement signed is against fundamental principle of justice and a such the pressure mounted on ACP countries be avoided.

In conclusion we wish to state that:

•	EC as a matter of urgency should consider options of safeguarding the current levels of access to European market for ACP countries whiles negotiations still progresses in a calm atmosphere until an agreement is reached that adequately addresses development.

To provide certainty, Europe should provide all ACP states guaranteed access to the European market in 2008 by adapting Generalised System of Preferences( GSP) Plus and Every thing But Arms (EBA) schemes

•	We also call on ACP countries and for that matter Ghana government not to sign the EPA until their interest and the concerns raised by TLG are appropriately addressed

•	Europe must act urgently to change the approach of its negotiation. European importers and ACP exporters need legal certainty to continue their business operations into 2008 without threat to livelihoods.
This is how it is captured by the UNHCR
"
Forced marriages
By Edem Doreen Akua Asimadu, Ghana

From my observation in Ghana where I live, poverty is a consequence of human rights violations. Poverty described as the lack of shelter, food, clothing, education and other important needs of life is very common in the Ghanaian society.

Girls from the Upper East, Upper West and Northern regions of Ghana are usually given out in marriage at very young ages against their will. This is a clear violation of article16 of the Universal Declaration of Human Rights. The declaration in article 16 says marriage must be at the full consent of both parties.

The girls are forced to marry men old enough to be their fathers or grandfathers against their will. However, many of the girls escape from their so called marital homes to the south of Ghana . They settle at the two major cities, Kumasi and Accra . In these two cities, most of them become courier girls popularly called "KAYAYEI" in Ghana and also live in slums. Many of these girls hardly go to school or receive training to make a living. Irresponsible men rape and impregnate majority. The result is that many street children are brought into the streets which they know as home. Unfortunately, many of these street children grow up to become deviants in the society. They are denied many basic necessities of life and find it difficult to feed or clothe themselves.

In addition, in some parts of the Volta region of Ghana , young virgins are forced to marry traditional priests. It is the punishment they are to serve for the crime or misfortune of their family members. This is popularly called "TROKOSI" in the Ewe language in Ghana . These virgins are kept behind closed gates in the compound of the priest. They are never allowed go to out. They never go to school or learn a trade. With time, most of them give birth to children who are also kept away from the society. In this situation, they are denied most basic necessities of life such as education, clothing, good shelter, health and proper food.

Everybody must educate himself or herself on the Universal Declaration of Human Rights and the constitution of Ghana . It is not enough for one to know the law, people must demand for their rights. These, I believe are ways of preventing poverty.
I am not astonished at all that a man who is confronted with the reality of hell in his own country will want to castigate others for his fate.
Mugabe, as I said yesterday must be called to order.African leaders must start calling spade spade and not a big spoon!
I watched with dismay and disdain the brutalities metted out to Tsivangirai and his supporters.
The African Union should act immediately to prevent the creation of another "Darfur" at Zimbabwe.
Mugabe must be told and reminded of what Sir Winston Churchill said that "Dictators ride on the back of lions and the lions are getting hungry anyway".

As Ghana celebrated her 50th anniverssary independence anniverssary on 6th March, I asked myself if the political independence of African countries has been justified with any meaningful achievements in terms of economic development.
Osagyefo Dr Kwame Nkrumah of Ghana declared 50 years ago that
"The independence of Ghana is meaningless unles it is linked up to the total liberation of Africa".
He also said "...the black man is capable of running his own affairs".
All Africans and other nationals are invited to join me to thorougly dissect this flesh of a debate.
Keep me posted.

African Leaders On Begging Spree

Most African leaders in recent times have turned to the West as the panacea to the problems that have bedevilled the continent.

This they do in respect of the natural resources that the continent has been blessed with. Africa, as a friend once put it, has all it takes to rather give assistance to the West but not to be a beggar as the situation seems to suggest.

Large deposits of natural resources such as gold, diamond, ivory, and timber, as well as oil, which determines the economic strength of a region, are in Africa yet still hunger, poverty and famine have engulfed the region to the extent that it is always being painted with a picture of gloom and hopelessness.

The continent has now been saddled with civil wars and bad governance from most of its leaders. African governments and people should know that there will be no end to what has been going on over decades.

American presidents and Western leaders talk about helping African peoples in poverty reduction and economic development, among others, but there is no sign of improvement and one may wonder why that state of affairs.

That is the effect of a lack of interest of the West in an African continent that is economically and socially developed.

There is interest in Africa’s oil, precious and rare-earth metals and other natural resources and, therefore, minimum of security measures are put in place, to ensure that mining and transporting of these products to overseas are carried out effectively and efficiently.

In colonial times, they said that Africans had no ability to run their states without Western help. Nowadays, the west has relations with Africa but are concerned that African governments are corrupt.

The so-called independent non-governmental organisations compose ratings that Western governments use for political manipulations and pressure. It recalls archaic ways of relations with colonies and protectorates.

The US budget deficit which was the result of the country’s occupation of Iraq costs about $8 billion monthly and more than $300 billion since the invasion in 2002, making it virtually impossible for Washington to meet its commitments and pledges, most of all to African nations.

The war in Iraq with tensions around Iran led to the collapse of the West’s Middle East policy with unpredictable negative consequences first of all on Asian and African nations.

Africa can be liberated from the state of hopelessness and gloom if its leaders adhere to the tenets of good governance instead of personal interest, add value to the natural resources that the continent have been blessed with before exporting them, and have confidence in themselves to improve their social status and economic lives without being solely dependent on the West.

Kofi Annan at UN- A Job Well Done?

I write to enquire of your opinion concerning Kofi Annan who soon retires as the UN Secretary General.
Im ny considered opinion, he has performed creditably well considering the myriad of challenges he faced during his tenure and the way he responded but not reacted. The UN Human Rights Council, The UN Foundation, the reorganization of the security council and his sweeping proposal for the overhaul of the UN will be the legacies he would be remembered for.
To me, Kofi Annan brought the people of the world closer to UN and the UN closest to the people.
How do you rate his performance?
What is your opinion?
