But 11,000 Nepalis have died at each others' hands in a senseless war brought on by the cruelty, exploitation, corruption and neglect of the ruling elite.<br />

And every day hundreds of Nepalis die of hunger and treatable disease, victims of the structural violence of a feudal Hindu society.<br />

According to the ITU circular to Member States, Geneva, 26 March 2004: <br />
#8220; The WSIS Action Plan includes specific targets to be achieved by 2015 for improving connectivity and access of ICTs:<br />
These are:<br />
#8226; Connecting villages with ICTs and establish community access points <br />
#8226; Connecting universities, colleges, secondary schools and primary schools with ICTs <br />
#8226; Connecting scientific and research centres with ICTs <br />
#8226; Connecting public libraries, cultural centres, museums, post offices and archives with ICTs <br />
#8226; Connecting health centres and hospitals with ICTs <br />
#8226; Connecting all local and central government departments and establish websites and email addresses <br />
#8226; Adapting all primary and secondary school curricula to meet the challenges of the Information Society, taking into account national circumstances <br />
#8226; Ensuring that all of the world's population have access to television and radio services <br />
#8226; Encouraging the development of content and to put in place technical conditions in order to facilitate the presence and use of all world languages on the Internet <br />
#8226; Ensuring that more than half the world#8217;s inhabitants have access to ICTs within their reach #8220;<br />

WSIS Youth Nepal aims to achieve these objectives by:<br />
#8226; Creating a national platform where all interested parties can share their ideas, knowledge and experience concerning ICT projects and policies. <br />
#8226; Representing youth in Nepal in the creation of national ICT policies and strategies.<br />
#8226; Monitoring and evaluating of current ICT projects will also be implemented by this group. <br />
#8226; Providing guidance and direction for future ICT projects<br />
#8226; Providing ICT awareness and advocacy to the general public<br />
#8226; Publishing an annual evaluation report on the nationwide ICT situation<br />

Why ICT<br />
ICTs (Information  Communication Technologies) are an engine for growth  key of development. With the invention of the ICTs, the possibilities are endless and infinitives. Obviously, its role demonstrates that it hasn#8217;t limitations and we can#8217;t detect any type of certain boundaries over ICTs. The role of the ICTs in every segment of the society is additional imperative when civil societies think about encouragement  progress. As a consequence, Information is an enormously powerful tool or truly helps to explore various factors and aspects of society development without any effort. An active and ICTs literate civic society is always required for governing the social movement because strong civic society is the foundation of development and creation of equitable and informatics society. <br />

Come on come all - for the Nepal#8217;s largest youth Human Rights Activist congress  to be held in Kathmandu, Nepal on 15 #8211; 16 March 2004.<br />

The conference and youth camp are jointly organized by INSEC (a national level leading human rights organization in Nepal, www.insec.org.np) and HRERLIC-Nepal. The conference will bring together 450 youth delegates from 67 district of Nepal and some international delegates as observer. The international delegates will have a kind of cultural exposure and to learn the current human rights and Youth situation of Nepal. The conference focuses on human rights, peace building, media, social justice and youth issues. It will declare a Kathmandu Declaration #8211;2004 at the end of programme.<br />
<br />
The purpose of this conference  youth Camp is to try rising a peace rays in Nepalese horizon and highlight the issues of present Nepalese Human Rights, Institutional  Democracy and Youth Human Rights Activists situation that could help to draw the attention of global community for doing some concrete action to change the situation of Nepalese Human Rights Situation. The range of subjects includes Human Rights, Peace, Conflict, Youth, Culture and others. Having participated in the conference, youth leaders should be able to use their newly acquired skills and experiences in their community, and pass them on to their co-workers or their own target groups. The conference is a space provided for youth Human Rights Activist to express themselves through various forms like discussion, Debate   and all creative forms of expression.<br />

We appeal to all youth, youth organizations and Human Rights Organizations across the continents to come and join the 3rd National Conference  youth Camp in Kathmandu, Nepal.<br />

HRERLIC, Nepal is a youth led and youth focused human rights organization, which has been working for the protection and promotion of human rights in the grassroots. We are working since 1998 and around 800 local networks, 13 district networks and a national committee and more than 8500 human rights activists are the front#8217;s wheels of the organisation. We are actively involving for the dissemination of human rights education, advocacy, lobbying, pressurizing and peace building process in the country. <br />

First National Conference was held in 1998 in Narayanghad, mid region of Nepal. In that two days conference were discussed and giving training on different issues on Human Rights, group discussion on Human Rights club working area, sharing information and experience etc. There were more than two hundred five participants participated. <br />

Second National conference was held in 1998 in Pokhara . Minister of information and Communication Mr. Jays Prakash Prasad Gupta was inaugurated the second conference. The main objective of this conference is to gather whole human rights club's member in one place and share their experience themselves. As well as to give training various issues on HR, this helps us to disseminate HR issues in grass roots. <br />

Third National Conference<br />
The Third conference will be held on 15-16 March 2004 in the city of Kathmandu, Nepal. Where 450 National youth Human Rights activists will be participate. Some of overseas Human Rights  Youth organizations / Individual Representatives will be observe.  The purpose of this conference  youth Camp is to try raising a peace rays in Nepalese horizon and We would be highlight the issues of present Nepalese Human Rights and Youth Human Rights Activist situation that could help to draw the attention of global community for doing some concrete action to change the situation of Nepalese Human Rights Situation. The range of subjects includes Human Rights, Peace, Conflict, Youth, Culture and others. In this prospect some parts of the world have remained completely out of this technology development due to the negligence of leaders and to a greater point the educated youths. At this era of the new millennium youths of develop countries have up get up and help those other undeveloped countries youths to have access to these technology developments.<br />

I hereby call on all youths around the world to stand up and help the younger population by providing the necessary technology skills. Look at my case; I am a Nepali, who has been operating in Global technology Concerned Center for the past few year after all this period of time I have realized that 60% of the Nepalese population do not have access to computer technology nor have any knowledge about it. About 75% do not know about the internet, and even when they do know it is usually difficult for them to approach cyber café’s. Some of us who have an idea about the technology tend to tell the other youths the advantages of the internet and having computer knowledge in a dramatic way so that they get discouraged.. So what I have been doing is taking a statistical approach which will help me develop a strategy to help the youths around here and ( all over the world get use to developing technology so that it should not look mystical to them.<br />

So I hope this will inspire youths to do the same in different related fields, so that together we make a better world for our offspring’s and help the young population in the world not to see any thing as a mystery. Society is changing by leaps and bounds, with no chance of a stopping point in the near future. All this change is dealing with computers and the effects that it will have on the way we live tomorrow. The Internet affects us in every way, most importantly with our social lives, our jobs, and our entertainment. Our social lives are not just communicating with telephones and mail anymore. Going “on-line” is the new way we like to communicate with people. Chat rooms on the Internet are open for people to talk and explore with other people who may live on the other side of the world or the other side of the street. E-Mail is also another popular way to correspond with others. Users can electronically send mail to another person with an on-line mailbox, simply by typing in their message and sending it by the click of a button. Two seconds to send e-mail to someone on the other side of the world is much quicker than a week or more through the ordinary mail. The Internet can also affect our jobs. Computers can calculate and figure out things much quicker than the average person. This process cannot only save time, but money too. Stock trading is now on the Internet, along with banking and any other type of business you could imagine. The world wants thing to be quick and easy. The best answer to that is to have a computer do it for you. In the future, hundreds of millions of jobs will be taken away from honest hard-working employees and will be given to computers. No matter what choices we make, or what plans we change, these outcomes are going to become real. Why would a business pay someone to take phone orders, when a computer can do it in less time and make it both cheaper and easier for the business and the buyer? Computers and the Internet are definitely affecting the way we entertain ourselves. The most basic example is card games. If the computer can deal out cards on a screen with the click of a button, why would anyone want to deal out a deck of cards manually and have to clean them up afterwards? On the Internet, you can gamble with on-line casinos, place bets on a horse race, or even watch movies. People can do all of these activities in the comfort of their own home. No gas money is wasted or time spent driving around to find entertainment so people are happy. The inevitable outcome of this magnificent invention is going to change the world. Society is happy about the way things are changing. Cheaper is better, less time consuming is better. With the choice of having a computer and being on-line, there is almost nothing you cannot do. Five political parties - Nepali Congress, CPN-UML, Nepal Workers' and Peasants<br />
Party (NWPP), Peoples' Front Nepal (PFN), and the Nepal Sadbhawana Party (NSP)<br />
launched a campaign in May 2003 calling for the reinstatement of parliament and<br />
the restoration of democracy. They have carried out several peaceful<br />
demonstrations over the last few months in support of their campaign.<br />
<br />
In October 2002 King Gyanendra sacked Prime Minister Sher Bahadur Deuba after a<br />
dispute over the timing of general elections, dismissed the government, and took<br />
executive power. On 11 October the King appointed Lokendra Bahadur Chand, a<br />
former Panchayat prime minister and a member of the Rastriya Prajatantra Party<br />
(RPP) (National Democratic Party), as Prime Minister to head an interim<br />
government. Prime Minister Chand resigned in May following protests by political<br />
parties, and Surya Bahadur Thapa, also from the RPP, was appointed.<br />
<br />
Since the end of the cease-fire at least 50 people, including some civilians,<br />
are reported to have died during fighting between the government and the CPN<br />
(Maoist). The CPN (Maoist) have allegedly killed four civilians in central and<br />
eastern Nepal, over the past few days, in contravention of international<br />
humanitarian law. Amnesty International condemns human rights abuses by both<br />
sides to the conflict. It has called upon both sides to agree to setting up an<br />
independent human rights monitoring mechanism.<br />
<br />
Following the breakdown of the peace talks between the government and the<br />
Communist Party of Nepal (CPN) (Maoist) on 27 August, the government imposed a<br />
ban on public gatherings of over five people for three weeks in Kathmandu,<br />

                    <description><![CDATA[The announcement of the collapse of the peace talks, unilaterally by the Maoists, is a serious setback to resolve the problems by peaceful means. The announcement is a dangerous attempt to revive abduction, intimidation, extortion, violence and murder. The fragile hope for peace of people is crashed. They are unsure what goes the next. All they receive from the ugly call is a psycho-pain that they have to go through day and night. <br />
<br />
Not a single party is responsible to call for this day. Both the government and the Maoists were contributing equally to prove the prospect and significance of code of conduct irrelevant. The seven-month-old ceasefire and the subsequent peace process were not completely calm. During the period of arms-halt, 122 persons lost their lives in the collision of two arms, where the Maoists shared 44 lives. Abduction, arrest, disappearance and coercive collection of fund led the days to bake for truce recess, which the Maoists did first. <br />
<br />
The recent development of the incidents overstepped the people’s expectation to retrieve the rights nullified in course of armed conflict. The break up of ceasefire still creates social and political unrest cultivating violence. Time undoubtedly steps against the will of the people giving birth of their new perpetrators. Now people have to go through the coercion, subversion, chaos and pain. But ultimately, people overcome the pain, suffering and cut apart the net of chaos. People need peace and want to be a party of the peace process. They are committed to solve the problems by peaceful means. Any Hercules, which comes to undermine the people’s wills, will be taken to pieces and the history never excuses them. People know only the peace has a breast to suck. People are determined to outlive the sound of war drums and the exploits of brave fingers. So, we appeal the parties to be sincere to the people’s will and resume peace talks. <br />

                    <description><![CDATA[The government and representatives of the CPN (Maoist) called a cease-fire on 29 January 2003. Two rounds of peace talks, with the aim of finding a solution to the seven year conflict or "people's war" launched by the CPN (Maoist) in February 1996, took place in April and May 2003. The Maoists listed a round table conference, an interim government and elections to a constituent assembly to draft a new Constitution among their central demands.<br />

After killing nearly 7,400 people in the seven years of deadly conflict in Nepal, the cease-fire announced and the third round table discussion (Dang,Hapure) was completed without meaningful outcome between the government and the Maoist for peace talks. After third round table discussion, Maoist breakdown the peace-talk and started the war by attracting the Former Prime Minister Deuba and army officer. Recently against of Maoist, Government Re-donate ‘terrorist’ tag so easily. <br />
<br />
The government and the Maoists have declared that they are fighting for the nation and well being of the people. On one side the government is fighting to quell the Maoists for establishing peace  develop and on the other side Maoists are proud of themselves fighting for freedom and radical change in the social, economic and political situation of the nation. I don’t know how they are achieving their goal. But the thing that is still questionable in my sole and mind is that why those people are fighting? What are the reasons behind it? What thing they achieved and what battle they are winning? Our concern should be towards it. What for the war? Why killings? Why abduction? Why incommunicado? Why illegal detention? Why contempt of court orders? Why an environment of self-terrorizing people? What for the internal displacement? So on and so forth. Fact is that, they are only fighting for their identity that they need for their existence and for argument among others. Both of the parties are loosing the battle, but they are acting of winning it.<br />

Young people action for restoring peace has been initiated in the local level. <br />

Training on human rights and conflict transformation issues among the youths. <br />
National and regional level workshop in order to increase youth participation and involvement in local conflict mediation programme. <br />
To intervene the government-Maoist peace dialogue in favour of youth issues for solving major youths problems existing in the nation. <br />
National and international participation to highlight Nepalese youth issues and their pathetic situation after their involvement in the conflict. <br />
 Collecting resources and build up solidarity to work for the rehabilitation of conflict affected youth. <br />
A memorandum including the conclusion of all interaction programmes will be submitted to the convener of government and the Maoist peace dialogue. <br />
Major Recommendations come out to identify the role and responsibility of youth for restoring peace and to address the youth issues<br />
