One of his first projects he announced to set up after his appointment at July 8th, is the "Digital Hofburg" (where Hofburg is the name of the President's residence at the Palace of Vienna). With the initiative he wants to increase digital communication, civic engagement and public information.

This finally gives hope for further long awaited e-society/e-democracy commitment from public bodies.
Yes, that's really something to celebrate!

The reason for me being here is that I'm doing a trip through some countries of the region to learn more about the strategic use of ICTs, especially for development. This will be part of my doctoral thesis that I'm working on at my university in Austria. Thanks to the generous support of my supervisor I can dp research within Thailand, Cambodia, Vietnam, Malaysia, Singapore and Taiwan.

Since cultures and therefore behaviour, beliefs, dogmas, tabus and moral values differ it will give me the opportunity to have a look behind the fence, related to doing research from the desk.

Whoever would like to share his/her experiences or interests with me, you're welcome!
More will appear on my private updates.

"Information and communication technologies play a major role in the future of our societies, especially in education, culture, democratic participation, economic development and more besides.

Local authorities have a decisive role to play in all these areas. Whether in schools, access and training to learn these technologies, or co-operation and development aid, it is in local programmes that the battle to make the potential of electronic networks and their uses benefit the largest number of people becomes a reality.

ITU has published the 2002 Digital Access Index, a global ranking of the availability of information and communications technologies.

Unlike previous indices that have focused solely on infrastructure and Internet penetration, this index attempts to factor in education levels and affordability as well!

"Until now, limited infrastructure has often been regarded as the main barrier to bridging the Digital Divide," says Michael Minges of the Market, Economics and Finance Unit at ITU. "Our research, however, suggests that affordability and education are equally important factors."

Countries were ranked on a score of 0 to 1.0, then sorted into four categories: high access, upper access, medium access and low access. Northern European countries and Korean ranked the highest overall, while West African nations ranked the lowest.

=> Another interesting aspect, which a lot of people seem not to be aware of:

The results suggest that English is no longer a decisive factor in quick technology adoption, especially as more content is made available in other languages!

People in the UK are not only marching on the streets for demonstrations, they are also starting to "chase" Bush by using ICTs.

It´s argumented that big media enterprises do not show protests (i.e. BBC America) so the public needs to make its own media.

I think this will take us to a new discussion about media, democracy, power, security, and ethics co-relations.

The Computer Clubhouse is an after-school learning environment where underprivileged youth aged 10-21 do computer-based projects inspired by their own interests. The youth involved in this program are able to do projects related to graphic design, animation, photography, video production and music with the help of adult mentors. This program is based on the original Computer Clubhouse as developed by Museum of Science, Boston and MIT Media Lab. It has now been replicated in over 60 locations all over the world.
This Computer Clubhouse is the first of its kind in Southeast Asia. It is being funded by Intel and managed by the Ayala Foundation, Inc.

An outstanding and inspiring example from South Africa - CIDA City Campus: Higher Education for Higher Levels of Development

"There are two lasting bequests we can give our children:
One is Roots. The other is Wings."
Carter Hodding, Jnr.

CIDA focuses on keeping costs to a minimum without compromising quality. This is done through innovation.

Our focus is on producing a graduate for under R 15 000 (US$ 1 500) for the combined four years tuition, including books and materials.

A worldwide trend is emerging towards free provision of quality distance education via Internet, satellite and other media. We wish to provide the infrastructure, technology, materials and educational support required to offer this world-class tertiary education.

CIDA uses an innovative educational approach where students attend classes for 8 to 9 hours per day, as well as attending remedial classes on Saturdays.

Further, CIDA’s unique holistic educational methods and remedial programmes, including the inner development of the consciousness of every student are leading to remarkable pass rates and a wide range of other successful outcomes.

The education offered is designed to be relevant, cutting-edge, extremely holistic in its nature, and involves business and corporate professionals in the design and delivery of all programmes, including Price Waterhouse Coopers for Accountancy, Monitor Company for Strategy, Gemini Consulting for Operations Management etc.

CIDA has developed a model of providing a "Human Interface to Technology-Based Learning" which provides the use of high technology in the learning environment in a way that still encourages the student and develops confidence and success. Leading international educators have hailed CIDA’s innovative approach. This is highly intensive contact education where every student is cared for through CIDA’s unique facilitation system.

The institution operates using a unique win-win partnership model with several major South African corporations. Investec Bank has been a major corporate partner providing R 3 million support annually to cover the operating costs of the campus, and support in the areas of lecturing and IT. Other sponsors include First National Bank, MTN, African Bank, CorpCapital Bank, RMB, Anglo American, Deutsche Bank, Dimension Data and Edgars Group, among several others.

'Proday' is promoting north-south school-partnerships as an example for global cooperation between schools and young people on the topic of sustainable development. This internet-project platform offers diverse services for building and inspirite school-partnerships: There is a linking-platform, where schools can find their future linking partner and some advice on how to organize and grow a school-partnership. Furthermore You find material on teaching of sustainability issues and project examples.

Every year, Proday is focusing on the topic of the ongoing UN-World Summit - Proday 2003 is therefore oriented towards the "World Summit on Information Society", that is taking place in December 2003 in Geneva, Switzerland.

The use of ICTs holds enormous potentials for education and sustainable development. The "Digital Divide" that is opening up between today's "haves" and "have nots" has to been overcome in order to make the Information Society a fair and sustainable one and enable contributions from all people. Proday uses the information and communication technologies in its school-partnerships to overcome the digital divide. All interested students, teachers and schools are invited to participate and shape their future.
