                    <description><![CDATA[COPENHAGEN: U.N. climate talks were thrown into disarray Monday as developing countries blocked negotiations, demanding that rich countries raise their pledges for reducing greenhouse gas emissions.<br />

Representatives from developing countries said they refused to participate in any working groups at the 192-nation summit until the issue was resolved.<br />

                    <description><![CDATA[Diarrhoea claimed one life in the flood-hit Gangapur area today. The deceased has been identified at 55-year-old Kani Godiya.<br />
Her five-year-old daughter Sudha and three-year-old daughter Asha are undergoing treatment in a local health post. Their condition is said to be critical. Ram Bahadur Chand of District Public Health Office, however, said he had not got details about the outbreak since most health workers were on leave. Diarrhoea cases have also been found in Phuletekra and Kachanapur villages. A medical team had returned from the area before Tihar. Meanwhile, diarrhoea patients have been increasing at Bheri Zonal Hospital in Nepalgunj. Hospital sources said cases of diarrhoea, typhoid and pneumonia were on the rise.]]></description>

                    <description><![CDATA[World leaders announced Friday the Group of 20 developed and developing nations would become the top economic forum, spreading influence to emerging powers such as China and India.<br />
The dramatic shift was announced by the White House as President Barack Obama hosted his first major summit in Pittsburgh, which was marred by occasional violence as anti-capitalist protesters clashed with police.<br />
"Today, leaders endorsed the G20 as the premier forum for their international economic cooperation," a statement said.<br />
"This decision brings to the table the countries needed to build a stronger, more balanced global economy, reform the financial system, and lift the lives of the poorest."<br />
The G8, which included only wealthy nations Britain, Canada, France, Germany, Italy, Japan, Russia, and the United States, has served as the premier economic forum for decades and held closely watched annual summits.<br />

                    <title>Iran has second enrichment plant</title>

                    <description><![CDATA[ Iran has told the U.N. nuclear agency that it is running a new, previously undeclared, facility to enrich uranium, officials told The Associated Press Friday.<br />
Iran is under three sets of U.N. Security Council sanctions for refusing to freeze enrichment. The officials said that Iran revealed the existence of a second enrichment plant in a letter sent Monday to International Atomic Energy Agency chief Mohamed ElBaradei.<br />
It had previously said it was operating only one plant, which is being monitored by the IAEA.<br />
The Islamic Republic insists that it has the right to the activity to generate fuel for what it says will be a nationwide chain of nuclear reactors.<br />
But because enrichment can make both nuclear fuel and weapons-grade uranium, the international community fears Tehran will use the technology to generate the fissile material used on the tip of nuclear warheads.<br />
The revelation further burdens the chances of progress in scheduled Oct. 1 talks between Iran and six world powers.<br />
At that planned meeting the first in more than a year the five permanent U.N. Security Council members and Germany will be pressing Iran to scale back on its enrichment activities. But Tehran has declared that it will not bargain on enrichment.]]></description>

                    <description><![CDATA[Afghanistan has reported outbreaks of potentially lethal cholera in 10 provinces across the impoverished country, the health ministry said on Sunday.<br />
The ministry "has so far recorded 673 cases countrywide" of the highly contagious disease in almost a third of the country's 34 provinces, including in the capital Kabul. No deaths have been reported.<br />
"All outbreaks are under control and no active one is reported as of today, September 13," a ministry statement said.<br />
It said staff had been deployed to outbreak areas and medication was being provided to try to prevent the spread of the disease, which thrives where sanitation is poor and can spread rapidly.<br />
Afghanistan's health system has been battered by decades of civil war, and facilities remain poor across the fifth poorest country in the world.]]></description>

"We call on all parties to exert patience and restraint and to wait for the official announcement of the election results," the G8's foreign ministers said in a statement released in Rome. Italy currently holds the rotating presidency.<br />
"We trust that all Afghans will continue to work together in the interest of their country," the statement added.<br />
Even though final results are not due until next month, President Hamid Karzai declared a decisive win Friday and his main rival, former foreign minister Abdullah Abdullah, insisted he was ahead.<br />

                    <description><![CDATA[The global economic meltdown has not affected Nepali labour markets abroad so much as predicted, government data show. According to the Foreign Employment Promotion Board (FEPB), only 193 returnees affected by global crisis have claimed compensation so far. <br />
However, experts and authorities don’t agree to it. The declining number of labourers bound for major destination countries shows the reality, said undersecretary Mukunda Adhikari. The number of Nepali blue-collar jobseekers has significantly reduced in crisis-hit countries — Malaysia, the United Arab Emirates (UAE) and Qatar. <br />
According to the Department of Foreign Employment (DoFE), the Nepali labour market abroad has reduced by 12.80 per cent in 2008-09 compare to the <br />
preceding year. Around <br />
2,17,164 Nepalis had gone to more than four dozen countries last year. The number of Nepali labourers going to Malaysia, the UAE and Qatar has fallen by 15,484 (30.62 per cent), 13,674 (30.11 per cent) and 9,267 <br />
(10.84 per cent), respectively. <br />
“We have minimized the effect with the help of outsourcing agencies,” Adhikari said. Most of the foreign employment agencies themselves paid the compensation, he added. The Ministry of Labour and Transport Management (MoLTM) has decided to provide compensation to the returnees from Malaysia and Gulf countries in March. FEPB has paid Rs 16,09,686. <br />
Nepal Association of Foreign Employment Agencies president Tilak Ranabhat echoed Adhikari view and explained, “It is the collective effort of outsourcing agencies, employment companies and the government that has minimised the impact of the crisis.” According to Ranabhat, Nepali foreign employment agencies have been supportive of outbound labourers.  <br />
Moreover, FEPB has helped bring back 96 dead bodies of Nepali workers. “We spent Rs 9.6 million in bringing back the dead bodies,” a board official said. FEPB also helped seven families to take the dead bodies of their kin to their home districts from Kathmandu by giving them an additional Rs 1,32,150. <br />
The board returned orientation fees of Rs 700 each to 178 women migrant workers which they had paid before going abroad.]]></description>

The Lockheed Fire in the Santa Cruz Mountains has blackened close to 8 square miles of remote wilderness and prompted mandatory evacuations of the mountain communities of Swanton and Bonny Doon, which have about 2,400 residents and several wineries.<br />
Lt. Gov. John Garamendi declared a state of emergency Friday for Santa Cruz County. Gov. Arnold Schwarzenegger, who has returned to California after attending the Massachusetts funeral of his mother-in-law, Eunice Shriver, is scheduled to visit the fire zone Saturday.<br />
The fire sent huge plumes of smoke across Monterey Bay and damaged two small structures. It also was threatening more than 1,000 homes and buildings but no injuries have been reported. The cause is under investigation.]]></description>

                    <description><![CDATA[The outage that knocked Twitter offline for hours was traced to an attack on a lone blogger in the former Soviet republic of Georgia — but the collateral damage that left millions around the world tweetless showed just how much havoc an isolated cyberdispute can cause.<br />
"It told us how quickly many people really took Twitter into their hearts," Robert Thompson, director of the Center for the Study of Popular Television at Syracuse University, said Friday.<br />
Tens of millions of people have come to rely on social media to express their innermost thoughts and to keep up with world news and celebrity gossip.<br />
Twitter "is one of those little amusements that infiltrated the mass behavior in some significant ways, so that when it went away, a lot of people really noticed it and missed it."<br />
The attacks Thursday also slowed down Facebook and caused problems for the online diary site LiveJournal. But Twitter, the 140-character-or-less messaging site used by celebrities, businesses and even Iranian protesters, suffered a total outage that lasted several hours.<br />
Those attacks continued Friday from thousands of computers pummeling its servers, said Kazuhiro Gomi, chief technology officer for NTT America Enterprise Hosting Services, which hosts Twitter's service.<br />
Twitter crashed because of a denial-of-service attack, in which hackers command scores of computers toward a single site at the same time to prevent legitimate traffic from getting through. The attack was targeted at a blogger who goes by "Cyxymu" — Cyrillic spelling of Sukhumi, a city in the breakaway territory of Abkhazia in Georgia — on several Web sites, including Twitter, Facebook and LiveJournal.<br />
But they could have just as well targeted Twitter itself. That's because the effects were the same whether the excess traffic went to the "twitter.com" home page or to the page for Cyxymu at "twitter.com/cyxymu." Same with Facebook and LiveJournal.]]></description>

                    <description><![CDATA[A Nepali worker was killed in North Port in Malaysia early Tuesday. According to reports the deceased has been identified as Uttar Dhoj Waiba, 25. The incident occurred when he was struck by a container while it was being lifted by a crane from a ship at about 5:30 am. Waiba was reported to be working with a valid work permit for a company.<br />

The impact of one of the rockets could be seen about 200 yards (meters) from the U.S. Embassy on a main road of central Kabul. It hit the house of a senior Interior Ministry official but caused no casualties, security officers said.<br />
At the scene, Maj. Ghulam Rasul of the Afghan national army said he believed the five rockets that hit were of the long-range type that can be fired from several miles away. "The capital is closely guarded. They had to fire from far away," Rasul said.<br />

                    <description><![CDATA[The UN Security Council has extended its mission in Nepal by another six months at the request of the Nepal government and asked all political parties to work together and expedite the peace process.<br />
The mandate of the United Nations Mission in Nepal or UNMIN has been extended till January 23, 2010.<br />
In its resolution unanimously adopted by the 15-member body, the Security Council said UNMIN would assist in the management of arms and armed personnel in line with the June 25, 2008 agreement between political parties in Nepal.<br />
Welcoming the progress achieved so far, the Security Council, however, called on all political parties in Nepal to expedite the peace process and to work together in a spirit of "cooperation, consensus and compromise to continue the transition to a durable long-term solution to enable the country to move to a peaceful, democratic and more prosperous future".<br />
The Council called on the Government to continue to take the necessary decisions to create conditions conducive to completion of UNMIN's activities by the end of the current mandate, including through implementation of the 25 June 2008 Agreement, in order to facilitate the Mission's withdrawal. ]]></description>

                    <description><![CDATA[A drunken driver who killed four people while fleeing a car accident has become the first driver in China to be sentenced to death for endangering public safety, state press said on Friday. Sun Weiming was handed the death penalty by an intermediate court in southwest China’s AChengdu city on Thursday for endangering public safety, the Huaxi Metropolitan Daily reported.<br />
The 30-year-old was convicted of an accident in crowded downtown Chengdu in December last year that resulted in his Buick sedan smashing into four other cars as he tried to speed away from the scene, the paper said. Besides being drunk, Sun was also driving without a licence, it added. <br />
“Sun Weiming will go down as the first traffic troublemaker in China to be sentenced to death for endangering public safety,” the paper said. After the sentencing, Sun shouted out that he was sorry for the crime and vowed to appeal, the paper said.<br />

Clinton, who arrived in India late Friday, said devising a comprehensive and strategic approach for achieving a clean energy future is an important topic of her three-day trip.<br />
