                    <description><![CDATA[As an SME development Consultant, having done surveys in different rural areas in Uganda bassically, I have discovered that the need for ICT usage in the daily day today business operations of Businesses has caused a returdation in the development of the SMEs in rural Africa.<br />
<br />
All this has been caused by the following:<br />
1) High costs of computers.<br />
2) Un-available favourable ICT policies<br />
3) The belief by the rural poor that ICT means computers and that it belongs and suits the educated<br />
4) Lack of sensitisation of the rural poor about the direct and indirect benefits and pros of the use of ICTs<br />
5) Power problem<br />
<br />
Solutions:<br />
1) Avail free or affordable computers for atleast schools and for the setting up of multi-purpose ICT centers.<br />
2) Solar driven PCS<br />
3) Refurbished or second hand computers .<br />
4) PCs on Loan scheme<br />
5) Avail funds for mass sensitisation on the use of ICTs and its benefits]]></description>
