Description: Citizenship is a constantly changing and contested notion<br />
within which three core aspects can be identified: rights, duties and<br />
participation: ï‚· The citizen with rights is the citizen as service<br />
user accessing public services either offline or online through<br />
electronic service delivery. ï‚· The citizen with duties is the citizen<br />
paying taxes or voting in elections, who may be using electronic tools<br />
to do so, for example online voting or online tax returns. ï‚· The<br />
participative citizen is one who actively engages in political life<br />
through a variety of mechanisms including public discussion and<br />
debate. In the context of participation, the administration can learn<br />
from the citizen and vice versa in an environment of mutual<br />
enrichment. This is increasingly being facilitated through online<br />
tools and mechanisms such as online consultations and online<br />
petitions, although there are associated concerns about the extent to<br />
which such activities widen representative participation, or amplify<br />
existing participation.<br />

                    <title>Copyright and digital divide in Mexico</title>

Actualmente en México se descargan más de 50 millones de canciones por semanas por medio de redes P2P, más de 17 millones de éstas descargas se realizan en cybercafés (La Jornada, 4/12/07) . Por esta razón, la Asociación Mexicana de Productores de Fonograma y Videograma (www.amprofon.org.mx) y el Instituito Mexicano de la Propiedad Intelectual (www.impi.gob.mx) han arremetido leglamente con 30 demandas de carácter civil contra cybercafés de la Ciudad de México. <br />
<br />
Es impoisble imaginar una política más erronea en el ataque a la piratería que demandar leglamente kioskos de Internet. En palabras de Fernando Hernández, director general de AMPROFON, "Efectivamente le dimos al centro del problema de la piratería por Internet, que son aquellos jóvenes con poco poder adquisitivo que tienen que acudir a un establecimiento a hacer sus tares, pero vemos que lo que hacen es violar la ley autoral". (La Joranada, op.cit) La solución para el Sr. Herrandez es cerrar el cyber donde estos jóvenes hacen la tarea. Preferible abonar a la brecha digital a que los Stone Temple Pilots, los Kings of Leon o Paulina Rubio pierdan millones en regalias. ¿En verdad son los cybercafés responsables de las redes de pirateria, por cierto P2P? ¿Qué sigue, la incautación de PCs caseras? ¿cuántas garantías individuales y derechos humanos viola esta medida?<br />

Si los señores de AMPROFON y el IMPi están tan preocupados por el copyright les recomiendo se suban al metro. Muchos de los discos quemado (que no todos son pirata) son vendidos en el metro del D.F. por organizaciones de invidentes o discapacitados. ¿los deberian encarcelar en defensa de Thalia? Por si las dudas, (es irónico) yo solo compro discos quemados con canciones que tienen más de 30 años, entreo otros de Dámaso Pérez Prado.<br />

The Tanzania Telecentre Network will be launched during a workshop on 25 - 27 October 2007. It was the decision of the second EATLF in October 2006 that countries form National telecentre networks.                     <description><![CDATA[<p>The <a href="http://www.unescap.org">United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) </a>is to establish a regional knowledge network of telecentres to empower the poor, disadvantaged communities and women in particular. At first sight, it looks like a standard Internet cafe - a one-room quot;commercial unitquot; which opens onto a bustling street; four screens each with a keyboard and mouse; customers browsing the Web and reading email.                     <description><![CDATA[<p> Samuel Bandobera had dropped out of high school due to lack of school fees. He later managed to join a cheaper school. But in 2001 when <a href="http://community.telecentre.org/UDStransformscommunitiesthroughinformationsharing" title="UDS">Uganda Development  Services (UDS)</a> opened up a resource centre, Bandobera utilized the UDS library during the evenings and school holidays. In 2002 when Bandobera sat the final A’level exams he emerged the best in the impoverished Kamuli District.                     <description><![CDATA[<p>Kalyan, a thickly-forested village located in western Indian state of Maharashtra, did not have a telephone connection until about six years ago. Then one day in 2001, the village#39;s only secondary school received a computer as a gift. The students, who had never even heard of a computer, were visibly excited.
