Contributions from well-meaning individuals, groups and states to Cr oatia would be accommodated. \par Having been affected by the economic and financial crisis, Croatia has first-hand knowledge and experience about this phenomenon and how it affects the achievement of the MDGs (Croatia's Gross Domestic Product (GDP) fell 6.7 per cent in the first quarter of 2009, being its biggest drop in years). \par The economic and financial crisis caused a reduction of money flow in the international economic system that resulted in the laying off of workers, closing down of businesses, hug e losses in investments and the slowing down of development efforts processes the world over. This has invariably impeded the achievement of the MDGs and resulted in the escalation of the problems addressed in the MDGs. \par For the erstwhile unemployed, th is was probably the end of the road, as even government agencies such as the United Nations Relief and Works agency for Palestinian Refugees (UNRWA) were affected, leading to a slow down in their activities. Unemployment therefore soared in many countries , leaving people with meager resources to live on. Universal education also became a problem as governments could no longer fund their schools nor pay the salaries of teachers. In developing countries, pupils and students stayed at home or helped in the fa rms to support their families. \par Gender equality is definitely not the issue on the agenda since the attention of the government is shifted to more pressing issues like restoration of the economy. Health care will be left to fate and surely there is bound to be an increase in deaths, be they birth-related or not, as foreign aid will no longer be forth-coming as it should, since donors are also hit hard by the recession. \par The environment also suffers as caution is thrown to the wind as regards the environme nt. Deforestation has become common place since families depend on alternative energy, especially in rural areas of sub-Sahara Africa and Latin-America. Croatia believes that the economic and financial crisis has aided global partnership since the crisis is not regional, but global. Therefore, there is an increase in cooperation and partnership among states to achieve the common goal of stabilizing the world economic system. \par To this end, and as the Preamble of the United Nations Charter, among others, ca lls for the employment of international machinery for the promotion of the economic and social advancement of all peoples, our nation recommends that the United Nations Economic and Social Council (ECOSOC) along with other related agencies find out the di f ferent levels at which different countries have been affected by the economic and financial crisis. The levels at which the crisis has affected the achievement of the MDGs should be taken into consideration, and effective measures to address the crisis an d its impact on the MDGs be developed for deliberation and possible adoption by the General Assembly. \par Our government strongly recommends also, that relevant government agencies and stake-holders at both the national and local levels of government be invo lved in such an exercise as they are also part of the solutions. Climate change varies from any other global challenge the world has faced before, and therefore requires mechanisms that h ave never been used before in the process of solving the problem. \par In view of the catastrophic nature of this global issue which ranges from the destruction of infrastructure to human fatalities, numerous treaties and resolutions have been signed and adopted by well-meaning nations in an effort to stop global warming and cushion its consequent effects on mankind. One of such treaties is the Kyoto Protocol of 1997 which our country is a party to. However, due to varied interests, some countries are yet to rat ify the Kyoto Protocol. The United States of America (U.S.A), Russia and Australia have not ratified the treaty which provides for a reduction in the }{\f1\fs22\insrsid6566636\charrsid6566636 emission}{\f1\fs22\insrsid4353319\charrsid6566636 of harmful gases into the atmosphere. \par \par The issue of climate change has further impeded the achievement processes of the }{\f1\fs22\insrsid6566636\charrsid6566636 Millennium}{\f1\fs22\insrsid4353319\charrsid6566636 Development Goals (MDGs). Global warming, the pointer to climate change has hampered the achievement of the MDGs in view of the shrinking of the Lake Chad Basin in the Horn of Africa and the catastrophic hurricanes and f loods of Latin-American coastal cities. Even developed countries like the U.S.A and Australia have suffered series of natural disasters like hurricanes, floods and raging wild fires due to global warming, while other countries suffer from heat strokes and other illnesses which are sometimes fatal. This shows that climate change affects everyone and every nation, developed or not. Certainly, there is urgent need for a viable post-Kyoto agreement. \par \par Croatia therefore calls for concerted and sincere effor ts in the fulfillment of the Kyoto obligations. Nations should not put economy before environment. By the way, the same economy has suffered a crisis that has had numerous negative effects on the environment. It should be environment before economy.
