High youth unemployment is not good for business, the economy, or the community: Unemployed young people have less disposable income, denting aggregate demand for products and services; Society loses out on the investment it made in educating or training the individual, whose potential productivity remains untapped; The employability of the young person deteriorates because he or she is not updating their skills in the workplace. The risk increases that with no meaningful experience of work, the individual will become established in a pattern of joblessness; Personal savings are reduced or eliminated, reducing the pool of capital available to business and making the individual financially dependent on others and risk averse; and Reduced taxation base and higher welfare costs lower the amount of money available for investing in education and infrastructure, while limiting the scope for tax cuts. In essence, if business actively assists to achieve full youth employment it becomes a virtuous circle of mutual benefit. Mayors taskforce for jobs The Mayors Taskforce for Jobs is a coalition of 31 NZ mayors and has the following goal: By 2005, no young person under 25 years will be out of work or training in our communities; By 2009, all people in our communities will have the opportunity to be in work or training; The Taskforce seeks to link with imaginative private sector initiatives that are addressing unemployment (as stated in their objectives refer  HYPERLINK "http://www.jobsletter.org.nz/mtfjobs" http://www.jobsletter.org.nz/mtfjobs). This project will be conducted in partnership with the Taskforce to focus on catalysing projects associated with their first objective as stated above. The Steering Committee comprises the Project Champions and a representative from the Mayors Taskforce for Jobs. ILO report Meeting the Youth Employment Challenge In March 2001 the International Labour Organisation (ILO) published a report entitled Meeting the Youth Employment Challenge. This report notes that business has a clear economic interest in increasing youth employment, and a very important role to play. There is considerable scope for employers to harness the energy of young people, and to diminish the scope and prevalence of problems caused by unemployment, through improved employment opportunities. The report provides an action plan that can be used both by employers commencing a role in this area and those already engaged in combating youth unemployment. It provides a checklist of approaches and strategies against which existing national efforts can be assessed. The plan aims to be flexible in its design and application and appropriate for adaptation to national circumstances. It includes useful case studies and research on international youth employment trends and initiatives. This project will use the ILO report as a starting point for identifying appropriate NZ business initiatives.  Project design The youth employment project plan is outlined in the following sections.  Youth Employment Project Objective and Deliverables Project objective The project objective is to Lead NZ business in their role of ensuring current employment or training for all young New Zealanders by 2005. Project deliverables The ultimate project deliverables will be: A concise NZ industry guide on the why and how for stimulating youth employment; All member companies commit to and report against local employment or training targets; and Website area including industry guide, reporting facility and other learning by sharing tools. Youth Employment Project Activities Project activitiesThe project activities are: Obtain Executive Committee (EC) approval for the project plan; Identify Project Champion (PCs) and Active Participants (APs); Engage project consultant to: Work with APs; Conduct research; Coordinate meetings and other project activities; and Work with publishers to produce industry guide and website; Identify stakeholders/interested parties to work with; Project kickoff meeting with Steering Committee and APs; Project consultant conducts or coordinates initial research into the current state of the nation regarding youth employment in NZ; Workshop to finalise project; Develop live website area; Identify case studies and assess the business case for youth employment initiatives in AP companies; Identify youth employment action plan for employers; Project consultant compiles information; Project participants attend workshop to design industry guide; Publish industry guide; Promote the youth employment business case and tools to member companies that were not actively involved in the project; All members: Commit to youth employment targets or projects; Describe how targets or projects will be achieved; and Annually report on targets or projects. Project consultant will work on targets with some members. All members use their respective industry groups, contacts and suppliers to further promote the youth employment business case and action plan; Activities 1 to 16 complete the NZBCSD project output. Members will then be expected to share their ongoing experience and report through the NZBCSD website. Further detail on each of the project activities is provided in the following section. The research will assist in finalizing the objectives, deliverables and activities for the remainder of the project. The scope of the initial research will be finalised at the project kick off meeting but it will at least aim to answer the following questions: How many young people are leaving school and not starting a job or training? What sectors do employ the most young people under 25? What sectors could employ the most young people? How many graduates and other 20 to 30 years olds are in work? How many are in training? How many are unemployed? What is the nature and magnitude of the current and anticipated skills shortage? What areas/sectors are new job opportunities likely to lie in? What indirect support mechanisms are required (eg. Childcare, parenting guidance etc.)? What youth employment initiatives are happening now? Are they working? How much would it cost to put all young people under 25 into work and/or training? It is expected that this will be a desktop study and will take approximately 2 weeks.  Focus Areas Research with APsIn addition to working with the APs to identify case studies and assess the business case for youth employment, the consultant may explore the impacts of certain policy measures such as youth rates. Suggested focus areas for action plan Some suggested focus areas for the action plan are: Youth entrepreneurships assisting to commercialise good ideas; Addressing the current and looming shortage of trades people; and Youth internships, apprenticeships and mentoring.  Member Resources Required Significant member resources are required This project is aligned with the NZBCSD project design guidelines. It requires significant input from the members that provide Project Champions (PCs) and Active Participants (APs). The intent is that this will: Allow these companies to provide the leadership they have committed to by joining the NZBCSD; and Provide the significant resourcing that is required to make this project a success.
